Routine schedules and cruel fate determined who was cooking, setting tables, washing dishes or serving guests at the renown Windows on the World Restaurant at the top of One World Trade Center on the morning of September 11, 2001. Most of them were immigrants, and they came from all over the world. When they perished, their families and colleagues had to deal not just with their loss, but with a broken immigration system that classified many of them as "illegal."
